Upgrade to dosfstools-3.0.3

Move from old unmaintained dosfstools-2.11 (packaged as mkdosfs) to now maintained dosfstools-3.0.3. Allow each binary to be installed independently.

Works for me after fixing up the trivial conflict in package/Config.in.

Thanks for testing it.

I later noticed that this upgrade changes the license from GPLv2 to GPLv3 just in case that is important to anyone.
