Bump version of ipsec-tools to 0.7.2

This patch bumps the version of ipsec-tools and fixes the build. The current makefile fails downloading the source package from sourceforge.

The new version includes many new features and bug fixes (including security fixes).

Thanks, committed. We might want to remove those references to netbsd in Config.in though.
