This adds a package for the LAME MP3 encoder.

Expose GStreamer LAME plugin

Additionally, this patch adds a configuration option for the GStreamer LAME elements from gst-plugins-ugly. It applies after the GStreamer update in bug 2605, I make no guarantees about the older version.

The lame package has been merge, the integration into GStreamer plugins remains to be merged.

Integration into gstreamer has been added in commit 63b74500
