Bump dnsmasq to 2.55 and migrate to gentargets

New dnsmasq 2.55 out with many improvements.
Also migrate to gentargets since it's not really auto.

Gustavo, there are some references to Lua in this patch, and I don't really understand what they do in a dnsmasq package :-)
