Is http://mirrors.kernel.org/gentoo/distfiles/ really the upstream download location for this software. It would be nice if the description in Config.in had a link to the project's homepage.

No, it's not, but the upstream website went down some time ago (http://people.suug.ch/~tgr/bmon/), thus there's no point in pointing users to a dead site is there?
It's the same case with the libnl package i've submitted, same author actually, though libnl now "lives" at http://www.infradead.org/~tgr/libnl/ but only an older snapshot.
